Tax Incremental Financing (TIF) Information

Tax Incremental Financing (TIF) is an economic development tool that allows municipalities to invest in infrastructure and other improvements.  Cash development incentives are also possible. An area is identified as a Tax Incremental District (TID) for a certain type of development, and projects are identified to encourage and facilitate desired growth. As property values rise, property taxes paid on newly constructed private developments are used by the City to pay for the projects. After the costs of the projects are paid off, the TID is closed and the value of all the new developments is shared by the City of Merrill, Lincoln County, Merrill Area Public Schools, and North Central Technical College.
