Snow and Ice Removal
Section 32-91, Code of Ordinance, City of Merrill
In accordance with the terms of Section 32-91 of the Code of Ordinances of the City of Merrill, any owner, occupant or person in charge of any parcel or lot that fronts upon or abuts any sidewalk shall keep the sidewalk clear of all snow and ice. In the event that snow accumulates on the sidewalks due to natural means and/or by any other means said sidewalks shall be cleared of all accumulated snow and/or ice within forty-eight (48) hours from the time the snow ceases to accumulate on said sidewalk. In the event that ice has formed on any sidewalk in such a manner that it cannot be removed, the owner, occupant or person in charge of the parcel or lot that fronts upon or adjoins said sidewalk shall keep the sidewalk sprinkled with material to accelerate melting or prevent slipping.
In addition to the removal of snow and ice as provided above, no person is permitted to push, shove or in any way deposit any snow or ice onto any public street, alley, sidewalk or public lands dedicated to public use, except that snow removed from a sidewalk in front of or abutting a premises may be deposited on a street.
Violation of Section 32-91 of the Code of Ordinances will subject the owner or occupant of the property to a forfeiture in addition to the costs of removal in the event that the City removed the snow or ice after notice to the property owner. The cost of the removal of the snow or ice shall be levied as a special assessment against the lot or parcel of land abutting the sidewalk in accordance with Section 66.0907(5), Wisconsin Statutes.
